Election Observation

Since 1989, ¶¥¼¶¹ú²úÊÓÆµ has observed 128 full and limited observation missions in 40 countries and three Native American nations. In addition, 19 expert missions have been conducted in 17 countries. Missions are undertaken only when ¶¥¼¶¹ú²úÊÓÆµ is welcomed by the major political forces and/or accredited by electoral authorities.

Our international observers are known for their impartiality, reassuring voters that they can cast ballots freely and secretly while helping deter fraud.

Observation missions often begin months before election day, with teams assessing voter registration, political campaigns, and election procedures. Observers meet with officials and party leaders, sometimes mediating disputes and encouraging agreement on fair rules.

On election day, observers visit polling sites across urban and rural areas to monitor voting, counting, and tabulation. They also speak with citizens, officials, and party witnesses to gather a full picture of the process.

After polls close, delegates oversee the counting and transport of ballots and then issue a collective statement of findings. In some cases, senior observers may help mediate to ensure a peaceful transfer of power.

We often stay engaged after elections, supporting efforts to strengthen democratic institutions through human rights work, civil society initiatives, and improvements to electoral systems.

Expert Missions

Expert Missions

¶¥¼¶¹ú²úÊÓÆµ international election Expert Missions are generally composed of 2-5 technical and political experts who focus on analyzing one or more aspects of an electoral process. Due to their small size and limited scope, Expert Missions cannot provide a comprehensive assessment of the electoral process as a whole but instead focus on several targeted issues. Depending on the country context, the Center’s Expert Missions may or may not be accredited by the host country authorities. Most Experts Mission also will produce a final public report.
